Bill proposed to make crime of AIDS assault MONTGOMERY (AP) Attorney General Don Siegleman said Saturday he is proposing legislation which would make it a felony for someone carrying the AIDS virus to have sexual contact with a person without disclosing the condition.

"AIDS is spreading with amazing speed, and society must act to protect itself from those who deliberately expose others to this deadly threat," Siegleman said in a statement. "The tragedy of the AIDS virus is made worse when its victims knowingly threaten other lives." Siegleman said the measure, one of the first of its kind in the country, would make "AIDS assault" a Class felony carrying a sentence of two to 20 years in prison. Hunt calls diversion critics 'arrogant' CULLMAN (AP) Gov. Guy Hunt, returning verbal fire at critics of his plan to divert $41 million from public education, said Saturday those refusing even to consider his proposal are "unbelievable and arrogant." Hunt did not mention any of his critics by name, but his diversion plan has been attacked by State School Superintendent Wayne Teague and state teacher lobbyist Paul Hubbert. House Ways and Means Committee Chairman Taylor Harper already has declared it "dead." Hunt's proposal, unveiled last week by State Finance Director Robin Swift, would channel into the General Fund an estimated $41 million in revenue from the state utility tax that now goes to the Special Education Trust Fund.

The education fund would still get $130 million from the tax, a 4 percent levy paid by utility customers, but it would be capped at that $130 million figure, with the rest flowing to the non-school programs. Swift said the money would be used in the General Fund to pay for a 4 percent raise for state employees and improve human-services programs. Hospital agreement falls through DOTHAN (AP) National Healthcare Inc. will not proceed with its original plans to purchase Washington County, Hospital, officials said. Washington County Commission Chairman Albert Sunny Davis said requirements the hospital management corporation set for its continued association with the facility were unacceptable.

Davis said the commission would meet Monday and that he would let company officials know if a change was made then in the county's position. Washington County accepted a $7.3 million offer from NHI to buy the 81-bed hospital in August 1986. But shortly afterward, NHI notified the commission it could not make good on its commitment because of financial difficulties.
