THE DOTHAN EAGLE Tuesday, August 3, 1999 South Alabama The Associated Press MOBILE A marine police officer said requiring life jackets for all passengers in boats would save lives, but a spokesman for a national boating association contends that could be an overly ambitious move. "You have to do a step process," said Bill Engfer, president of the National Association of Boating Law Administrators. In Alabama, children younger than 8 must wear jackets, and everyone in a boat must put one on if the vessel is within 800 feet of the bottom of a lock or dam. In addition, life jackets are required for any one on personal watercraft. At least 16 people have drowned in Alabama since the beginning of 1998 after having fallen over board, and 11 oth- residents ers have been injured, said Cherie Lawrence of the Alabama Marine Police.

Overall, 46 people have died from boat-related accidents since the end of 1997. Maj. Larry Kelley, the chief of operations for the Marine Police, said state officials have discussed requiring life jackets for anyone in boats under 16 feet long, but not in recent years. He said legislators did not appear to support such a rule. Kelley said many bass-fishing clubs and tournaments require anglers to put their vests on while they travel between fishing spots.

"That would indicate to us that those people out on the water most often realize that if they don't have it on, it's not going to do any good for them," he said. Mr. Hallford was born April 9, 1923 in Geneva County, Alabama, the son of the late Mae and C.M. Hallford, Sr. Mr. Hallford served in World War II in the U.S.

Army 2nd Infantry Division. He received, four Battle Stars, the Combat Infantryman's Badge and the Bronze Star from the Battle of the Bulge. Mr. Hallford worked as an automobile mechanic for Geneva County Motor Company and retired as service manager of Jones-Baird Chevrolet of Geneva. Mr.

Suspect charged in slaying of gay man rejects plea bargain BY JAY REEVES Associated Press Writer ROCKFORD A construction worker accused of killing a man over an alleged hom*osexual advance refused to plead the guilty Monday in exchange for a life-without-parole sentence at start of a trial that could end in the death penalty. Circuit Judge John Rochester said prosecutors offered to recommend a sentence of life without parole in exchange for Charles M. Butler pleading guilty to the capital murder charge. Butler is one of two Sylacauga men charged in the Feb. 19 slaying of Billy Jack Gaither, 39, a hom*osexual man who was beaten with an ax handle and burned atop kerosene soaked tires.
